3 in 1 system is a policy of the
governor of Jakarta, Sutiyoso that restrict private car passing in a specific
area known as "Passenger Restriction Zone" where only three private
passenger cars or more are allowed to
pass. Policy restrictions 3 in 1 system was officially abolished on 16 May
2016. The system doesn’t effectively to get over the traffic jam in Jakarta.
And many abuses in this system. Accordingly government should banned the 3 in 1 system.
Applying a 3 in 1 system is the same as not apply the
system. Even the function of the system 3 in 1 is to reduce congestion
on the highway. But until now the system doesn’t give a good effect. The
streets of Jakarta still jammed from the first. The existence of the system 3 in
1 only side effect is a shift in rush hour because people
return from work to wait while the system is 3 in 1 end at 07.00-10.00
and 16.30-19.00. The size of the streets of Jakarta has not increased, but the
number of vehicles continues to increase every year, at the end of this system
will have no effect anymore.
With their 3 in 1 system in the area
turned out to inflict a new polemic which is a
jockey 3 in 1. The jockeys have tried to take advantage of the program
to earn an income. Users can utilize the services of their car to go through
the path 3 in 1, especially for a car that does not contain at least three
people in it. With the jockey and also car users who utilize their services,
show that 3 in 1 program that is intended to reduce traffic congestion in
Jakarta proved to be ineffective and there is no participation from the public.
Raids were often conducted by SATPOL PP also didn’t stop the jockey 3 in 1 to
operate.

in 1 jockeys have very bad influences than good influence
for us. Beside that, 3 in 1 jockeys services are illegal. The problem of exploitation of children
sticking out lately. The children were deliberately used as a 3 in 1 jockeys to
increase the income of people who deliberately exploit. Though toddlers and childrens
are supposed to learn in hours of study, they are beyond being a jockey. Jockey 3 in 1 can also be an eyesore in the city of Jakarta.
Of the above
problems already described. We know that 3 in 1 system didn’t provide much
benefit to resolve the traffic jam in Jakarta. Instead added giving problems and ruin the
situation in Indonesia, especially jakarta. Until now the streets of Jakarta still jammed
that because the size of the streets of Jakarta has not increased, but the
number of vehicles continues to increase every year. From 3 in 1 system gives bad social impact, for
example 3 in 1 jockeys who didn’t
stop to operate even SATPOL PP are often raid them. And The problem of exploitation of
children sticking out. Many solution of the
abolition of the 3 in 1 system. First, simulation traffic before and after entering the 3 in 1 and
installing traffic signs. Second, reverse traffic light settings with
TransJakarta priority. Third, improving public transport services with the
addition of TransJakarta fleet and sterilization. Lastly, the acceleration lane
electronic road pricing (ERP). So, deservedly 3 in
1 system is abolished.
